RE: Field goals?

Field Goals Summary:

The Snap and Presnap
=======
-The offensive (kicking) team at any time can elect to use their upcoming down to attempt a field goal.
-The offensive (kicking) team must explicitly declare they are attempting a field to the official and once this is declared they cannot fake the field goal or attempt to run a regular play from scrimmage.
- The holder must be at least 5 yards back from the line of scrimmage when receiving the snap. If the holder is not 5 yards back a 5 yard illegal procedure penalty will be assessed to the offensive (kicking) team. The play will continue and at the conclusion of the play the defensive team will be presented with their options.
- If at anytime, between when the ball is snapped and when the ball is pinned, the ball touches the ground it will be considered dead at that spot. (if the offense was attempting the FG on first or second down they will maintain possession).

The Rush
=======
- The defensive (receiving) team is permitted to send only one rusher to attempt to block the kick. If the defensive (receiving) team sends more than one rusher it will be an offside penalty with all applicable options presented to the offensive (kicking) team.
- All standard OTFL rushing rules are in effect during a Field Goal (unless clearly stated otherwise in these rules)
- The rusher can either attempt to block the kick or if the rusher advances any part of their body closer to the offensive (kicking) team’s end zone than any part of the ball at anytime, the play will be blown dead and it will be a sack/block for the defensive (receiving) team at the spot of the ball at this time. If this occurs on first or second down the defensive (receiving) team will get possession as this will be treated as a block. (said another way, if the rusher runs passed the ball before it is kicked, the play is dead. And the ball is spotted where it was when this occurred and the defensive (receiving) team gets the ball.)
- The rusher is not allowed to make any contact with the holder or the kicker at any time for any reason (whether inadvertent or deliberate). If this occurs it will be a 15 yard personal foul regardless of the severity of the contact.
- If the field goal is blocked (or tipped) by the rusher the return rules stated below still apply if the ball is in the air. If the ball lands on the ground behind the line of scrimmage it will be blown dead at the spot it hit the ground if it lands on the ground past the line of scrimmage normal return rules will be in effect. If after a blocked FG a member of the offensive (kicking) team is the first player to touch the ball the play is dead at that spot.

The Return and Scoring
==================
- If the offensive (kicking) team successfully kicks the Field Goal they will be awarded 3 points and the defensive (receiving) team will have the option to receive a kick off or take the ball at the 35 yard line.
- If the offensive (kicking) team misses the Field Goal the defensive (receiving) team will have the option to return the missed kick or take the ball at the original line of scrimmage. Once the defensive (receiving) team touches the ball they will be deemed to have elected to return the kick and therefore will have to take the ball at the spot they return it to. The defensive (receiving) team will have until the ball is dead (or until in the under referee’s discretion it is unsafe to field, similar to a punt) to touch the ball to indicate their desire to return it.
- Similar to a punt the offensive (kicking) team will have to give 5 yards to the returner. If 5 yards are not given, the penalization for no yards on a punt will be applied. If the defensive (receiving) team does not touch the ball before it is dead there will not be penalty for no yards, unless the referee stops the play because the offensive (kicking) team was too close to the ball and it was unsafe for the defensive (receiving) team to pick up the ball, the defensive (receiving) team will have the option to take possession at the original line of scrimmage or take the no yards penalty from the spot of the foul.
- If the offensive (kicking) team misses the field goal and the ball goes through end zone or the returner is tagged in the end zone no single point will be awarded. In the former case the defensive (receiving) team can choose to take the ball at the original line of scrimmage or at the 10 yards line in the latter case the defensive (receiving) team must take the ball at the 10 yard line.

Keep in mind this is only being implemented for the 2016 season. In the off season we will revisit Field Goals to decide if we want to permanently implemented FGs, eliminate FGs or do another season with some tweaks.

If you have any questions or concerns please let me know.

Thanks,

Scott
